											                       During the Harding administration, when Herbert Hoover had enormous power over policy while in the cabinet, he actually did propose that farmers plant cover crops to restore exhausted farmland back into grassy plains to prevent the kind of wind erosion that caused the Dust Bowl some 10 years later.
It was part of a larger agricultural plan of managing food production, of which Herbert had a special knack for.
Also important to note, Franklin Roosevelt was highly critical of Hoover's use of taxpayer money to fend off the Great Depression. A charge that would soon prove ridiculous as soon as Roosevelt took the office himself, spending more and even expanding a lot of Hoover's own programs. Gold fish memory politics.
